Personal Profile

Mr Welch qualified in Leeds in 1984 and trained in General and Vascular Surgery in Leeds and North West Deanery. He was a Consultant General and Vascular Surgeon at Burnley General Hospital, from 1998 – 2000, Consultant Vascular Surgeon at South Manchester University Hospitals (UHSM) from 2000 – 2017, and at Manchester University Foundation Trust from 2017-2022.

In 2003, Mr Welch set up the NHS satellite vascular service for Macclesfield District General Hospital.

He has undertaken the following training and managerial roles:

  • Royal College Tutor for Surgery at UHSM: 2006 – 2009
  • Director Infection Prevention & Control (DIPC) at UHSM: 2007 – 2009
  • Associate Medical Director at UHSM: 2009 – 2013

Mr Welch has maintained a full clinical timetable throughout all his years of practice, despite undertaking numerous managerial and training positions.

He has always had a high commitment to education and training of junior surgeons, reflected in his Training Programme Director roles. He remains committed to excellence in the assessment and management of patients with vascular disease.

Mr Welch also has a very busy medicolegal practice having undergone his expert witness training with Bond Solon, and is registered with APIL and the UK Register of Expert Witnesses. Mr Welch is frequently instructed in personal injury, clinical negligence and criminal cases; notably he has appeared at the Central Criminal Court (‘Old Bailey’) as an expert witness for the Crown Prosecution Service (CPS). He holds weekly medico-legal clinics in Manchester, but is happy to travel to conduct home and prison visits. His Claimant/Defendant ratio split is approximately 70/30 and he can usually turnaround reports within 4-6weeks, sooner if required.

Mr Welch retired from NHS practice in June 2022 in order to concentrate on the private sector, in respect of vascular disease and surgery, and on medicolegal practice. He has retained an Honorary MFT contract as Senior Appraiser, in which he performs many consultant appraisals for MFT due to his vast experience in dealing with appraisals. Mr Welch provides this service to MFT free of charge.
